El artículo 7º del Decreto 321 de 1994 quedará así: "No obstante lo establecido en el artículo 6º, en los Consulados Fronterizos que el Ministerio de Relaciones Exteriores determine se exigirá para la expedición de pasaporte ordinario, los mismos requisitos que en el territorio nacional, a menos que el solicitante resida en la respectiva circunscripción consular y esté debidamente inscrito en el Consulado".
