Autorízase al Gobierno para enajenar sin necesidad de licitación pública, los inmuebles que posea en las diferentes ciudades del país, destinados a los servicios de que trata el artículo anterior y que no reúnan las condiciones necesarias para tal fin. El producto de estas ventas se dedicará a la amortización de los empréstitos que de acuerdo con el artículo 3º se contraten.
