No se permitirá en adelante el establecimiento de nuevos expendios de bebidas alcohólicas al por menor mientras el número de las existentes exceda de uno por cada mil habitantes en el Municipio.

Parágrafo

Para los efectos de esta Ley, se entiende por expendio al por menor la venta de bebidas o licores alcohólicos para el consumo inmediato en el lugar de expendio o la venta en cantidades menores de cinco litros.
