Las exenciones y rebaja de impuestos reconocidas por las leyes citada comprenderán también los materiales y elementos de construcción de las obras a que se refiere el artículo anterior, las cuales serán consideradas como de utilidad pública, y prorróganse hasta por seis años las concesiones de que habla el artículo 9° de la ley 155 de 1936 .
