Artículo segundo. Autorízase al Gobierno para crear, dependiente del Ministerio del Trabajo una Oficina Preparatoria del III Congreso Iberoamericano de Seguridad Social con el personal y asignaciones que sean indispensables, y con cargo al presupuesto de dicho Ministerio.
