Las concesiones que otorguen los Municipios para el establecimiento de servicios telefónicos de acuerdo con el artículo 5. Del presente Decreto, serán aprobados por el Ministerio del ramo si en ellas se han cumplido los requisitos generales establecidos en el mismo Decreto; en caso contrario indicarán las reformas que deban hacerse, y mientras éstas no se hagan, se abstendrá de dar su aprobación.
