Artículo quince. Serán requisitos básicos- para otorgar la Condecoración "Orden del Mérito Penitenciario" a los miembros del Ministerio de Justicia, uniformados y civiles, haber observado excelente conducta, lealtad, honradez profesional, haber aportado valiosas iniciativas, haber participado hábilmente en la solución de problemas significativos y haber demostrado especial interés por el logro de los objetivos que competen al organismo ministerial.
