No obstante la anterior disposición, cualquiera deberá aprehender a un reo sorprendido in flagranti y a los malhechores cuya captura haya sido públicamente requerida por la autoridad competente, y entregarlos a ésta en el acto, a fin de que ella decida si debe ordenar su detención.
