La solicitud de amnistía presentada ante el funcionario diplomático o consular será remitida al Ministerio de Relaciones Exteriores. Este a su vez la enviará al Ministerio de Gobierno, quien hará las averiguaciones sobre si existe o no proceso. Si existe proceso, la solicitud será enviada al funcionario del conocimiento. Si no existe proceso, la solicitud será enviada al Tribunal Superior del Distrito Judicial de Bogotá.
