Objeto. El Fondo Nacional para la Defensa de la Libertad Personal, Fondelibertad, tiene como objeto contribuir con los recursos necesarios para el pago de recompensas, cubrir de manera subsidiaria los gastos de dotación y funcionamiento de los Grupos de Acción Unificada por la Libertad Personal, Gaula, que no puedan ser asumidos por las instituciones que los integran, atender los gastos correspondientes de la Secretaría Técnica, así como del Consejo Nacional de Lucha contra el Secuestro y demás Atentados contra la Libertad Personal, Conase.
