La Nación honra la vida meritoria y esclarecida de don Tulio Raffo, quien sirvió a Colombia, al Valle del Cauca, a Palmira su ciudad natal, con patriotismo y eficiencia, desde las posiciones eminentes que ocupó en las Corporaciones Públicas, en la Gobernación de su departamento y como conductor cívico. Al propio tiempo relieva sus virtudes públicas y privadas, su aporte cultural a los estudios históricos, su obra de gobernante y legislador, todo lo cual lo consagra como gran ciudadano y ejemplar repúblico.
