º Son usuarios las personas naturales o jurídicas beneficiarias de los servicios públicos previstos en el artículo 1º del presente decreto, que hayan figurado ininterrumpidamente como destinatarias de las última seis (6) facturaciones, cuando éstas tengan periodicidad mensual, o de las últimas tres (3) facturaciones, cuando éstas tengan periodicidad bimensual.
