Si en una vigencia fiscal no pudieren invertirse los recursos apropiados por las leyes citadas en el artículo anterior, el Ministerio de Obras Públicas adquirirá bonos colombianos o cedulas hipotecarias, por el saldo que no se haya invertido. Esos documentos de crédito se enajenarán en el año o años siguientes para que sea efectiva, en todo caso, la cooperación nacional, con el solo concepto favorable del Consejo de Ministros.
