Créase la medalla militar “Al Valor”, categoría única, para premiar a los oficiales, suboficiales, soldados y civiles de las Fuerzas Militares que ejecuten actos personales de valor y arrojo, independientes de los resultados colectivos de una determinada unidad. Es en suma, una distinción a la calidad humana de la persona en cuanto tal. Tiene por tanto, un carácter humanista, predominante en el desarrollo de las tareas de mantenimiento y restablecimiento del orden público.
