El pliego de cargos es la providencia por medio de la cual el investigador formula los cargos, señalando la conducta objeto de la investigación, las normas presuntamente violadas, la identidad de los funcionarios partícipes en su realización, los fundamentos probatorios allegados al proceso sobre la existencia del hecho y la presunta responsabilidad.
