El Gobieno queda facultado para contratar los empréstitos internos o externos que sean indispensables para el desarrollo de los planes de la industria petrolera que apruebe el Consejo Nacional de Petróleos, siempre que tales planes hayan sido aprobados por el Consejo de Ministros. Cuando los empréstitos sean externos, requerirán la aprobación del Congreso Nacional.
