En desarrollo del artículo 63 del Decreto 955 de 2000, para asegurar el uso eficiente de las instalaciones portuarias y promover el desarrollo de proyectos carboníferos, el Ministerio de Transporte podrá otorgar directamente nuevas concesiones portuarias o prorrogar las ya otorgadas en los términos y condiciones que se establecen en este decreto.
