Objeto y ámbito. El presente Título tiene por objeto reglamentar la creación, organización y funcionamiento de las instituciones que ofrezcan el servicio educativo para el trabajo y el desarrollo humano, antes denominado educación no formal y establecer los requisitos básicos para el funcionamiento de los programas de educación para el trabajo y el desarrollo humano.
