El Ministerio de Hacienda y Crédito Público fijará el tamaño, las condiciones de impresión, las marcas y contraseñas necesarias para seguridad de las estampillas de timbre nacional, y los valores de dichas especies, distinguiéndolas siempre con la leyenda "Timbre Nacional" o "Timbre Nacional-Servicio Exterior", según el caso.
