Artículo segundo. Dentro de las prescripciones reglamentarias concédese franquicia telegráfica de veinticinco (25) palabras entre Bogotá y Medellín al Presidente y al Secretario del Comité Organizador del Primer Congreso Nacional de Ingeniería que ha de reunirse en el presente año en Medellín, y franquicia postal dentro de la República, para la correspondencia ordinaria de dicho Comité (cartas e impresos) que se introduzca al correo acompañada de la correspondiente relación, con la firma del Presidente o del Secretario. Las franquicias previstas en este artículo regirán hasta quince (15) días después del certamen.
