Art.11. Cuando haya de perdirse a los Estados el contijente de hombres con que deben contribuir para reemplazar las bajas de los Cuerpos de la Guardia Colombia, en tiempo de paz, se hará por conscripción voluntaria o enganche; pero si por este medio fuere ineficaz, se hará el reclutamiento como lo dispongan las leyes del respectivo Estado, conforme al parágrafo 1. º del artículo 26 de la Constitucion.
