Los Departamentos del Valle del Cauca y Tolima podrán financiar el aporte nacional, en cuyo caso el Gobierno adquirirá el compromiso de pagar tales aportes, suscribiendo conjuntamente con los Departamentos las obligaciones que al respecto se contraigan, o entregando pagarés o documentos de crédito, con la misma finalidad.
