° Noción. Entiéndese por Sorteo Extraordinario de Lotería el juego de suerte y azar con premios en dinero que se desarrolla entre el ente gestor y el jugador con sujeción a un régimen legal y reglamentario de carácter especial en lo referente a su organización, explotación y control, planes de premios; volumen y modalidades de emisión de la billetería y periodicidad y frecuencia de juego.
