Se considera pescador a toda persona que habitualmente se dedique a la extracción de recursos pesqueros, cualesquiera sean los métodos lícitos empleados para tal fin. El INPA establecerá la clasificación de los pescadores así como los requisitos, derechos y obligaciones que les corresponden.
