Artículo doce. Además de la obligación consignada en el artículo anterior, cada uno de los funcionarios locales encargados de dirigir la prestación de los servicios mencionados, se reunirá con representantes de las asociaciones de usuarios para examinar conjuntamente las actividades desarrolladas por las respectivas agencias y programar sus labores. El Ministerio de Agricultura reglamentara la periodicidad, participación y funcionamiento de estas reuniones.
