º . Los municipios y distritos en coordinación con las oficinas de planeación de los departamentos respectivos, tendrán un plazo de un año a partir de la vigencia de este decreto, para formular y adoptar los planes de ordenamiento territorial.

Parágrafo

Para los efectos del artículo 20 de la Ley 388 de 1997, entiéndese por período de transición, el consagrado en el inciso primero del artículo 23 de la citada ley y el fijado en el presente artículo.
