Art. 20. Consideradas todas las rentas del Departamento de Panamá como nacionales al tenor del artículo 13 de la ley 48 de 1887 , radicase el pago de todos los gastos de la Administración general de Hacienda en la capital, mediante ordenación del Gobernador, quien podrá hacer en las Provincias delegaciones á los respectivos Prefectos para que éstos giren á cargo de los Administradores provinciales.
