Como servicio administrativo establécese el Departamento Nacional de Higiene y Asistencia Pública que será independiente de los demás departamentos administrativos. A este Departamento corresponde dirigir, vigilar y reglamentar la higiene pública y privada en todos los ramos y la asistencia pública de la nación. Las disposiciones que el Director del Departamento Nacional de Higiene y asistencia Pública dicte en ejercicio de sus atribuciones, son actos oficiales obligatorios que las autoridades deben cumplir y hacer cumplir.
