La disponibilidad de servicios se establece dividiendo la demanda total insatisfecha por la capacidad total del vehículo definido para atender la ruta. Una vez determinada la disponibilidad, el Ministerio de Transporte dentro de los dos (2) meses siguientes deberá ordenar la apertura del concurso.
