º Las solicitudes sobre reconocimiento de personería jurídica deberán dirigirse por conducto de la respectiva Gobernación, la cual, antes de enviarlas al Ministerio de Gobierno deberá emitir su concepto sobre si los fines y organización de la respectiva entidad no contienen nada contrario a la moralidad ni al orden legal, y si reúnen los demás requisitos que las leyes exigen para el reconocimiento de las personas jurídicas.
