Créase el Consejo Nacional de Aeronáutica, integrado por los Ministros de Relaciones Exteriores, Guerra y Correos y Telégrafos por el Director General de la Fuerza Aérea y por un representante de las compañías Colombianas de transportes Aéreos, elegido conforme a normas que dictará el Gobierno. Cada uno de los Ministros podrá designar un suplente permanente de la categoría y conocimiento que requiera esta entidad.
