El Gobierno procederá, por administración directa o por contrato, a ampliar y acondicionar el puerto de Buenaventura, de manera que quede en disposición suficiente para atender debidamente al movimiento portuario; al saneamiento; iluminación, urbanización y ornato de la población, en forma tal que ella corresponda, por todos los aspectos, a la categoría del primer puerto colombiano en el Océano Pacífico.
