Artículo octavo. El representante legal de la Junta "Pro XII Juegos Deportivos Nacionales" previa autorización de la misma y el cumplimiento de los requisitos de orden legal, podrá pignorar las rentas que produzca la estampilla a fin de garantizar los empréstitos que se adquieren para financiar las obras previstas en la presente Ley.
