Autorízase a las Comisiones de las Mesas Directivas de ambas Cámaras, hasta el quince (15) de diciembre de mil novecientos sesenta y nueve (1969), para que respectivamente por una sola vez y conforme a las apropiaciones presupuestales, determinen el personal al servicio del Congreso y su escalafón, fijen y distribuyan sus funciones, dispongan cuáles son los cargos que deben conservarse y cuáles suprimirse para el buen funcionamiento de la Rama Legislativa.
