º El valor de la recompensa se imputará al presupuesto de gastos del Departamento Administrativo de Seguridad, para lo cual, se abrirá una cuenta especial cuyo manejo será absolutamente reservado. El Gobierno queda autorizado para realizar todas las operaciones presupuestales necesarias. El ordenador del gasto para los efectos anotados será el Jefe del Departamento Administrativo de Seguridad, quien no podrá delegar esta facultad, y deberá rendir informe periódico al Contralor General de la República sobre la cuantía y oportunidad de las recompensas pagadas; solamente el Contralor General de la República auditará el manejo de la cuenta especial, cuyos ingresos también podrán estar constituidos por donaciones.
