° Modificar el artículo 4° del Decreto 300 de 1993, el cual quedará así: “La fuerza pública y las autoridades que ejerzan funciones del Policía Judicial, deberán solicitar a los transportadores la factura, orden interna de transferencia, guía de transporte o la autorización de la Alcaldía, y en el evento en que éstos no la porten, deberán inmovilizar inmediatamente los vehículos y ponerlos a disposición de las autoridades judiciales competentes”.
