El Consejo podrá invertir en las adiciones y mejoras de cada ferrocarril y en complementar y mejorar el servicio de transportes hasta un diez por ciento (10 por 100) del producto bruto del respectivo ferrocarril. Para adiciones y mejoras más valiosas, necesitará la autorización del Gobierno, previo dictamen favorable del Consejo Nacional de Vías de Comunicación.
