Si por virtud de la improbación que se diere a uno o varios de los artículos de un proyecto se produjeren incongruencias entre las disposiciones aprobadas la Presidencia ordenará que el proyecto regrese a la comisión de origen, con el solo objeto de que se allane el inconveniente suscitado, por medio de adecuadas reformas de redacción, y lo devuelva a la respectiva Cámara para cerrar el segundo debate.
