Cuando las juntas construyan, reconstruyan o realicen reparaciones o mantenimientos de obras públicas de servicio a su comunidad, tales como acueductos,-alcantarillados, redes de electrificación o similares, en donde exista reglamentación legal sobre la materia, deberán someterse a ésta. Si, además, hay una entidad oficial encargada de prestar ese servicio público, deberá celebrarse un convenio previo en el que conste el aporte de la comunidad, el aporte oficial, la asesoría técnica y las condiciones de la prestación del servicio.
