Obligación de reportar la carga. Cuando una embarcación recibe a bordo cualquier cargamento, deberá reportarlo a la autoridad fluvial respectiva. En caso que en el lugar de embarque no exista autoridad fluvial, el capitán, o quien haga sus veces, deberá presentar la documentación correspondiente en el primer puerto de recorrido de la embarcación en el que exista dicha autoridad fluvial.
