Art. 3.° Toda reclamación por suministros, empréstitos y expropiaciones deberá instaurarse dentro del término de nueve meses, contados desde la publicación de la presente ley, pasado el cual, se declarara todo derecho que no se hubiere reclamado en tiempo oportuno.
