º El inciso 2º del artículo 3º del Decreto 2008 de 1986 quedará así: "Igualmente, el capital garantía representado por las mencionadas acciones se computará para establecer la relación porcentual entre el capital pagado y fondo de reserva legal de una institución financiera y el total de sus obligaciones para con el público, así como para determinar las proporciones en el quebranto del capital en los términos del artículo 48 de la Ley 45 de 1923 y demás normas sobre esta materia".
