Es entendido que la Nación al hacer los pagos indicados, a través de las Empresas Municipales de Cali, tendrán en cuenta previamente, los estudios, planos y presupuestos de desarrollo de las obras a que se refiere esta Ley los cuales deben estar debidamente aprobados por la Oficina de Planeación de dicha ciudad o por quien haga sus veces, de acuerdo con las reglamentaciones legales sobre la materia.
