Si en cualquier mes del año fiscal el Gerente o Director estimare que el total de los recaudos del año puede ser inferior al total de los gastos y obligaciones contraídas que deban pagarse con cargo a tales recursos, propondrá a la Junta o Consejo Directivo tomar las medidas conducentes a la reducción de las apropiaciones presupuéstales o al aplazamiento de la ejecución total o parcial de los gastos no indispensables.
