Art. 4.° Para los efectos de la parte final del artículo anterior solicítese del Consejo Nacional Legislativo vote la partida necesaria, y abra los créditos para gastos de porte de telegramas de los funcionarios cuyas franquicias quedan suprimidas en virtud del presente decreto. Mientras el H. Cuerpo Legislativo vota estas partidas, el Ministerio de Fomento dictará en esta materia las disposiciones conducentes á fin de que no se perjudique el servicio público.
