Autorizase á la Junta Nacional de Amortización para cambiar la moneda deteriorada, sea de las emisiones antiguas ó de la emisión inglesa, por otra de mejor calidad, aunque no reúna las condiciones exigidas por el artículo 10 de la Ley 35 de 1907 .
