Art. 3. ° No se concederá matrícula á ningun alumno pensionado por la Nacion ó por los estados, que no hubiere llenado las condiciones generales del Reglamento, y las especiales de la ley, arriba trascritas; y para el efecto de dejar bien comprobando el cumplimeinto de unas y otras, el Secretario del ramo revisará los expedientes respectivos y pondrá al pié de ellos su Visto-bueno, el cual será base indispensable para la expedicion de la matrícula y admision subsiguiente del alumno.
