Art. 4.° Si los trabajos del señor Díaz no resultaren satisfactorios, el Poder Ejecutivo queda autorizado pata otorgar el premio do que trata el artículo 2,° o cualquiera otra persona que presentero trabajos completos sobre los puntos enunciados en el artículo 1.° i que hayan resultado enteramente satisfactorios a juicio de una Comision científica como la de que se ha hecho mención en los citados artículos.
