° Los trabajadores del Consejo, como Cuerpo consultivo, son esencialmente reservados. Toca al Gobierno hacerlos conocer cuando lo estime conveniente, y tanto las sesiones del Consejo como las de la Sala, serán secretas, excepto cuando la de lo Contencioso Administrativo pronuncie fallos, o cuando lo disponga la Ley.
