Una vez redactado el Presupuesto general de acuerdo con lo dispuesto en esta Ley, será sometido al estudio del Consejo de Ministros, y las modificaciones que éste adopte se incorporarán en el proyecto antes de someterlo al Congreso. El Ministerio del Tesoro dará cuenta a éste de las observaciones que se hicieren y no fueren adoptadas por el Consejo, si los respectivos Ministros lo exigieren.
